LABA use Labour-based technology is the combination of product and production process technology for the provision of infrastructure assets. It uses those infrastructure products, which fulfils the needs of the end-users at the lowest total costs. These products are constructed and maintained with the cheapest production processes possible.

Generally in low and middle-income countries, where labour costs are low, the most efficient technology tends to be more labour intensive than in high-income countries.

Labour-based technology is not a technology that only uses labourers and some tools. In most of the situations, such production process technologies (labour and tools only) produce outputs of inferior quality, which results in an increase of the total costs to sustain the infrastructure asset.
